In December of 2020, the City Commission adopted Ordinance No. 1327. That ordinance amended UDC Chapter 1, Article 11 to read as follows: 11.102.1 Purpose and Intent. The intent of this district is to encourage the development of single-family homes on smaller lots, allow for two-family dwellings (attached or detached), and accommodate the mixing of these housing types in a manner that will encourage a stable residential neighborhood. This district can also act as a transitional use between the R-1, Single Family Residential District and other more intense districts. FYI: The change allows for conversions of existing structures into dwellings only in the Two Family Residential District, commonly referred to as 'R-2.' But, it does not allow for the same conversion (or development) in the Single-Family Residential District (R1), or in any zoning district within the floodplain. Any development in the floodplain requires a floodplain development permit from the city. A reminder that there is a City Commission work session at 6:00 p.m. on Tuesday, February 21st where the results of Garber Surveying will be presented. For more information about that click on the following link: Blog Post #1 Also, as you may recall the city's new floodplain maps became effective in November of 2022. As a result, properties located within the floodplain, that meet certain requirements, are required to purchase flood insurance. The FEMA does offer a program for discounted flood insurance - the program is being looked into.
And finally, sometime after July 1, 2023 the FEMA will audit the city's floodplain development. From what I gather they will take an aerial photo of the city from five years' ago (in this case 2018) and compare it to a current aerial photo (in this case 2023) and note any changes. They then will go to city hall and ask to review the permits for said improvements - which according to the FEMA is any man-made change. If your property is in the floodplain, and you have made changes without getting a permit, please contact City Hall at 785-437-2311 to discuss the matter. Keep in mind, that even if your home is "out" of the floodplain the rest of your lot could be "in" the floodplain. The following link is to the new floodplain map.
The 2023 sewer main cleaning has been scheduled for 2-13-23 to 2-20-23. The thick yellow lines in the image below shows roughly where the cleaning will be this year. The packet (pdf) linked to the button above has more information and a larger map. Also, yellow notices will be placed on the doors prior to the cleaning.
